SA Shields is presently a Division Chief within the Legal Investigations Directorate. On this capability she coordinates the company’s Systematic Planning, Accountability, and Resourcing via Collaboration (SPARC) initiative, a data-driven determination making methodology designed to create agency-wide possession over the standard of NCIS investigations and operations.
